もう、お分かりですか？ Kate は「海外にはめったに行かない」「ほとんど行かない」と言っているのです。
じつは "blue moon" なんて存在しませんよね。ですから「ほとんど…ない」というとき使います。
意味は "rarely" と一緒ですが、こんな風に「月」を使ったフレーズを使うなんておしゃれですね。
